T/Os did not get conductor's pants until early 90s which by then that 8464 would have been either inducted into the CAP program or retired. T/Os wore striped pants or overalls until they got conductors slacks. Likely that is the conductor of whoever the real T/O was, likely Zabel based on the end sign |
