More than anything, the issue was poor design coupled with the MTA's unwillingness to spend money to bring the R-16s to a GSR which would have meant re-engineering and then overhaul. There were those who, by that time, were so enamored with stainless steel cars that they were willing to invest very little in anything not stainless steel. |
