This report states that Cuomo increased the MTA's operating budget by $358 million. http://www.governor.ny.gov/press/03272013-cuomo-details-major-investments-in-public-transportation

So why is Prendergast saying only another $40 million has been appropriated? Is the rest going to the rails?

Something is not adding up.
