A schedule change is a different beast - you can shift your schedule to fit in with new times. However, this is a change in the duration of the trip which can affect a transfer. In this situation, lets say someone simply needs to leave work 5 minutes earlier to make their usual boat. Well, now they have to arrive at work 5 minutes earlier. It's just as likely that in order to reliably arrive 5 minutes earlier than their previous time (in addition to coping with the 5 minute added time of the additional walk) they will need to take a boat a full interval earlier than their normal boat. This simply moves the location of the extra "dead time" to the beginning of the trip.You can't say that adding an extra 20-40 minutes commute for the hundreds of thousands who use the ferry for 3 years is acceptable, when the old station could be pressed back into service in 6 months (seriously replacing some motors and knocking out a poorly located room is not a billion dollar multi-year capital project). |
