When you say the Archer Av subway was done by early 1984 do you mean only the upper level (that goes to the Queens Blvd line)

Both levels.

The connection to the Jamaica Av el wasn't completed until 1988.

The connection to the Jamaica Ave El was actually completed in mid 1987, and the crossover east of 121st St was installed in Novermber, 1987. J trains were using that ramp for storage until the Jamaica Center/Archer Avenue station opened one year later.

I also remember there was a lot of construction on Archer Av in 1985-86 so it doesn't seem possible the connection to Queens Blvd was ready that soon.

That was probably the construction of the ramp to the Archer Avenue (lower level) Subway that you saw in 1985-86. The Archer Avenue connection to the Queens Blvd Subway was done by early 1984 but without track of course.
