I know that cops are not supposed to make up laws as they go along but that's exactly what they do in many cases. When my next door neighbor was harassing my mother and me and vandalizing my house, the cops used any excuse possible to avoid arresting the neighbor claiming that his acts were not "criminal" when in fact according to the DA's office, they were crimes and the police should have taken actions which they failed to do. |
