I believe it also had to do with the slight downgrade approaching the bumping block at Fkln left over from the days when it was a through track branching off the Fulton El. From what I was told, MOW went in there and regraded that portion of the track to eliminate the slight downgrade and that's when the R-68s were allowed back on the line. |
