In DC, they can lock out a hot car or a car with a minor enough of a defect such that passengers shouldn't be in that car but they can keep the train in service. After all IMO, better to have 5 out of 6 or 7 out of 8 cars on a train available as opposed to zero. I take it that can't be done in New York? |
