It was a common practice at one time (WAY before my time lol!), but from what I gather as more incidents of bus drivers getting mugged, just about all transit agencies switched over to exact change fareboxes. That NJ Transit still has the full service policy on some of its routes is just a relic that never died, AFAIK. |
