As late as 1983, there were furnaces in Mosholu Yard that were still coal fired and although coal had to have been purchased to keep them running, there was no paper trail whatsoever indicating any payouts for the coal. One TA manager suggested the money might have come out of petty cash. In any event, if someone high enough wants to hide something, it can be done. I might have gone on the budget as "routine tunnel maintenance" or something equally innocuous. |
