biggest problem no signal detection

Which leads one to wonder how light rail systems manage to use track circuits for their signaling systems...

The Europeans had to completely revamp their signal systems from track current detection to axle counters since the light weight trains do not shunt the circuits.

Isn't this slowly becoming moot with advanced signaling systems like ETCS where balise and radio systems can transmit the same information? Regardless, I'd much rather have lightweight trains that give superior acceleration in order to reducing running time and provide faster services, but obviously, we won't agree on this as we have different perspectives on how a railway system should function.
