The Constitution is a set of laws, not "protocols".There is no "secretary of defense" in the Constitution; we've only had that since 1947. The POTUS is the Commander-in-Chief of US armed forces (Article II Section 2 Clause 1); the post is currently vacant due to being held by a usurper. |
