It is not the obligation of a foreign state to admit Americans outside of the diplomatic corps. As for the executive using its influence to cause foreign states to deny admission to members of Congress, it is entitled to do that as part of its control of foreign policy. The foreign state is not obligated to comply and Americans have no direct recourse with a foreign government. |
