"International" anything = communist.
It is the internationalist duty of citizens of the USSR to promote friendship and cooperation with peoples of other lands and help maintain and strengthen world peace.

Note the whole "world peace" bit as well; the communists love to abuse that phrase, because they believe that world peace can only come when the entire world is under communism's sway.
