By telling the loiterer he/she can't loiter at that location...Harassment covers a wide range of behaviors of an offensive nature. It is commonly understood as behaviour intended to disturb or upset, and it is characteristically repetitive. In the legal sense, it is intentional behaviour which is found threatening or disturbing. So I guess if you repeatedly went up to a loiterer and told them that they look ugly and smell bad (whether or not these allegations have basis in fact), that would constitute harrassment of loiterers. |
