There's no rational reason to flee if you are in the country legally.

Sure there is. If you're an American citizen, you don't have immigration papers. What are you going to show when you're racially profiled into a "routine traffic stop"? Carry your birth certificate in your glove box?

If this were where I lived and the law was targeted to illegal Jewish immigrants, I'd sure as hell move despite being a natural born citizen.
