Agreed, but that would require a change to the law. I don't think the Republicans would agree to make such a change between now and Tuesday. Some people are saying that the Fourteenth Amendment should be invoked. It says (in part): "The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned." This seems to be quite a stretch, as it was intended to apply to payments made in the Civil War.
