Not at a different stage of evolution—that very statement implies a certain level of ignorance to how evolution works. All life forms extant today all have the same amount of evolution behind them, it's just that certain populations have some traits that others don't have, or in case of races within a species, certain traits vary in their level of prevalence. But certain traits evolved in white people that emerged after they left Africa, as has happened in Asians, in Australian Aborigines and in the Inuit. Geographic separation fosters changes, because genes can't always flow back to other groups. These are basic facts of evolution.
