No, septic systems limit development as THEY only have a certain capacity, of which is less than sewer systems. You can't have the density of housing with septic systems that you can with a sewer system.
Expanding the sewer system allows for more development. For example, in a downtown area near me, half the Main st is connected to the sewer system, and the other half is still on septic systems. The side with the sewer system is thriving, with all new restaurants, new bars, larger buildings, and so forth. The other side of Main St is almost a ghost town as most applications are turned down for restaurants, etc to move there, based on the table count and the current septic system for the property's size. They are currently expanding the sewer system to rectify this problem on Main St.
