Wow, that is really far far off, I wonder why so long.

The proposed 2009 changes to the FHWA Manual on Uniform Traffic Control Devices include elimiting consecutive exit numbering as an option and will require mile-marker numbering. There is a ten year phase-in compliance period to allow state and local agencies to secure funding for sign replacement.
