The Clean Air Act requires that grandfathered facilities that make any significant modification fall under the new standards. This is opposed by Bush and most Republicans. Bush put pressure on the EPA to not fully enforce this law and that was one of the main drivers for Christine Whitman's resignation as head of the EPA. |
