The idea is that you only have two shots with a double-barreled shotgun, as opposed to six or eight with many magazine-fed ones. That may be true, though the vast majority of defensive shootings are resolved with only one or two shots fired - or no shots fired, as usually the mere display of a gun will cause the criminal to skedaddle. In addition, with even a small amount of practice at a range a shooter can reload a double-barrel almost instantly.

Possibly a more serious criticism is that the recoil of a 12-gauge shotgun can be difficult for some people to manage and a 20-gauge is almost as bad.
