There is significant evidence that he altered business records for the purpose of stealing money from the People of the State of New York.

What is your reasoning for proposing dismissal of the charges before trial, counselor?

- He changed his mind and didn't steal the money after all?

- It was only on the order of $10,000, not hundreds of thousands?

- Other?
