First, the six states that decided the election did not change their rules prior to the election. Everyone who voted by mail in 2020 could have voted by mail before COVID.

That having been said, you can’t know that all of those VbM people wouldn’t have voted in person if VbM hadn’t been encouraged. I believe in person voting broke records in 2020 as well.

Still, those are still legitimate votes.
