The HOV issue I’ve observed , it appears to be rooted in the other topic in this thread, Left Lane cruisers.

1) Left lane cruisers causing a rolling blockade with middle and right lane drivers, while the HOV and the highway ahead is open.

2) HOV lane is the super Left lane, and yet there are motorists that cruise into the lane and cause a conga line, many times with the main lanes moving faster.

Now, if those issues, the actual CAUSES of the buffer crossing, is addressed, then the crossings will subside.
