"Injury" in NYC is usually based on an ACR completed by an EMS crew, because ACRs are legal documents in New York State. Of course, visible injuries that can be otherwise documented, such as being photographed, also qualify, even if the victim refuses medical aid at the scene, or visits a doctor later. |
