It may happen a lot, but I disagree that it's "fraud" unless someone lived in such a state and intentionally registered in a place where they don't reside or plan to reside. I disagree that it's even illegal even in states that have such laws. Those laws just haven't been challenged in court because unenforceable laws aren't enforced. |
