Oregon's DOE director had this to say:

"Senate Bill 744 does not remove Oregon’s graduation requirements, and it certainly does not remove any requirements that Oregon students learn essential skills.”

If SB 744 doesn't remove any existing graduation requirements, which include proficiency testing, nor does it remove requirements that students actually learn the necessary skills, then how is testing no longer required?
