It so happens they are a significant portion of the GDP and population. But nothing is absolute.

New York, New Jersey and California are among the 5 biggest donor states.

Maryland and Virginia are the top 2 recipient states, followed by Kentucky.

So Chris would be fine with a President from Kentucky, which is both a recipient and inland state, such as the dopes McConnell and Paul.
