Consider "downstate" to be the 11 (or is ts 12 ?) MTA counties.

Not all upstate is the same. Albany and Rochester tend to be further left of the rest of upstate. But then the Southern Tier has depopulated and de-industrialized more over the last 40 years than the South Bronx. Completing the Southern Tier Expressway, then upgrading it to I-86, has sped up the evacuation.
