Virtually every state allows filing an absentee ballot for reasons of health. Since there hasn't been a massive pandemic since 1918, there are no clearly established rules as to whether not wishing to wait in a crowded polling place during a pandemic is a valid reason of health. So what you call a rule change is simply a clarification that yes, not wishing to risk your life and health in order to vote is a valid health reason. |
