It was established due to their understanding of the relationship between the Federal government and the states.Strictly speaking, YOU do not have the right to vote for president. it is not something guaranteed to you. It's a right of the states as bodies politic. And all of this is as subject to amendment as the Constitutional right to own slaves has been. |
