It wasn't formed for the blacks, it wasn't formed for the Indians, it wasn't formed for anyone else except for those who war in their Social Circle,I.E. other people of British stock. Now yes, there were Irish, Dutch, Jewish, German, and other Europeans who were scattered about here and there at the time, but they were on the periphery.
