There are two issues concerning the Census.Most importantly, there is the minimum that the Constitution requires. But there is also what is good and helpful for the country. That is important even if it cannot be used as a constitutional justification. As another example, the Constitution doesn't mandate early voting, but that doesn't make it a bad idea. |
