Exactly. Something that newsworthy - if it was ever publicly available, it would still be publicly available.

And it would take a major conspiracy for the Jersey City Police to have filmed it and yet no public record of it exists. I'm sure people have filed FOIA requests, so it would have to be deliberate bad faith rejection of such a request.
