there should be no problem with publicizing the report

The report may need to be partly redacted.

It could contain sentences like "Even though Donald Trump Jr. appears to have solicited campaign assistance from Russian nationals, this request does not in our opinion rise to the level of a prosecutable offense." Under Justice Dept. policy, not new under Trump, such a sentence would be kept confidential.
