You have people that are 'afraid" to give up their apartments, who really should. For example. The system makes (yes makes) an older widowed woman with a 5 or 6 room apartment with 3 bedrooms paying well under market rent because she lived there forever stay there, as scaling "down" to a more appropriate sized apartment with only one bedromm would probably be double, triple, or worse than she is paying for her now oversized apartment now that her kids moved out and husband died.This in turn has the couple with three kids living in a small one bedroom apartment as they can't afford more than that, and since the rent control (or now most are probably rent staiblized, which replaced rent control in the 70's), system causes a block in free movement of people. And yes, this problem was decades in the making, and there is no easy fix. |
