We're one of the few countries with net positive immigration that allow citizenship to anyone born here. I'm sure that it made sense 200 years ago

It absolutely wasn't the case 200 years ago (1819). And the law does not state anything of the sort, especially not in the 14th Amendment (from 1½ centuries ago rather than two). US versus Wong Kim Ark is not applicable in Muthana's case nor to the case of illegals giving birth on US soil.
