Not puzzling.

He was raised as a racist. He knew it was wrong but he was selfish, so if he wanted to use a racial epithet he wouldn't hold back if he didn't have to.

He also geared his language to his audience. I'm sure he didn't say that quote to a Northern Democrat, but he might have said it to a racist Southern Democrat to persuade them to vote his way. His best path to getting them to agree to something would have been to say "If you don't vote for this bill, which you hate (and I'm pretending to hate), something worse will pass."
