A fine implies a misdemeanor. What misdemeanor would she be charged with? If she is charged with one, that will be a mess, because then she might not quit the race.

Her real offense (as leaked so far, at least) was violating federal regulations. For that offense, the potential penalty was that she could have been fired by the Secretary of her department.
