The mayor said "Because while we try to make sure that they were protected from the cars and other things that were going on, we also gave those who wished to destroy space to do that as well. "

This is very clear, and unremarkable.

What she is saying is simply that, by reason of allowing the peaceful protestors to have room to express themselves, the EFFECT was to allow space for the thugs to destroy. It was not her INTENT to do so - why would a mayor want her city destroyed? She is just saying the destruction was a RESULT of allowing the protests. Her mistake was in leaving out a word like "inadvertently" in her statement -- like "we also INADVERTENTLY gave those who wished to destroy space to do that as well." That would have been better.

In the heat of the moment, politicians -- indeed anyone -- can say inartful things.

How do I know her intent? 1) She later explained her reasoning. 2) It is absurd to believe a mayor would condone the destruction of her city.
