Blockade traditionally refers to one country restricting access between a second country and international territory (water, air) or between a second country and a third country.

Every country restricts access to its own territory to a greater or lesser extent, and that's generally not considered a blockade. Moreover, a blockade doesn't have to be complete.

America currently restricts travel between America and Mexico. That's standard border control, which every country does. However, if America restricted access between Mexico and the Atlantic, the Pacific, the Gulf, and the air then that would be a blockade— even though it's still possible to enter and leave Mexico across their border with Guatemala (subject to Guatemala's permission).
