I don't see any claim that juries can make laws. It looks like she's talking about jury nullification, which is actually a thing— when asked to consider a charge, a jury cannot be required to explain their verdict, which means that technically they can reach a verdict not based on the facts or law.

A jury considering a murder charge can't convict someone of heresy, nor can they make heresy a crime. However, they can convict the defendant of murder because they think he's a heretic, even if they know for a fact that he's not a murderer.
