Here's a link to a NY Times article describing Cheney's draft status. It's difficult to determine whether he received any specific favors because his student deferral classifications are not given.

I'm Cheney's age and a couple of things strike me as odd. However, it may be due to his local board's procedures rather than favoritism.

Cheney received a student deferment when entering Yale in 1960. I'll assume he received a 2-S deferment. This was fairly standard. It was valid for as long as Cheney remained a student in good standing. An alternative was receive a grade of 70 or more on an SSS examination. Few people took this exam in the period between Korea and Vietnam. Regardless of the basis for the 2-S deferment, students had to take a full course load and graduate within the prescribed period of time.

In exchange for this deferment, any recipient was supposed to be placed the top of the eligible list when the deferment expired.

As the linked article states, Cheney dropped out of Yale in 1962 and was reclassified as 1-A. Having received a 2-S deferment, Cheney should have been placed on the eligible list ahead of older men. Cheney did not apply for nor receive another student (1-S or 2-S) deferment until 1963.

If Cheney received preferential treatment, it was between Feb 1962 and Mar 1963. Cheney was classified as 1-A and was working as a lineman for the local power company. He should have been on the top of the eligible list by virtue of his 2-S deferment.

If Wyoming's quota were only 1 draftee during that period, it should have been Cheney or others who had received previous deferments. The SSS boards were locally run. I don't know whether Cheney's board followed the procedure of placing deferred men at top of the list. Only a thorough check of Wyoming residents in similar circumstances would reveal whether Cheney received preferential treatment.
