It really does help to read the articles you cite.He got the least votes for most effective Secretary of State. That's quite sensible. He hasn't had any major successes. It would be stupid to call him most effective, though somehow 2 respondents think he was. But he hasn't had any disastrous failures either. He probably would have gotten relatively few votes for "least effective" as well. Kissiner probably also would have gotten a lot of votes for "least effective," from respondents who despise him. |
