Ah, so you understood that "never" meant "with such rarity that the risk is negligible." If a million crimes are committed and three criminals are actually prosecuted, a new criminal would be justified in saying "I might as well break the law, since crimes are never prosecuted" and the three rare prosecutions would not contradict the colloquially understood meaning of that statement. |
