Syrian and Jordanian policies have no significance to Israel's choice of policies re: immigration and Palestinian relations.

They most certainly do, if there wasn't a concerted effort to perpetuate the Palestinian refugee problem for generations without end, the need for a "Palestinian Right of Return" would not be a artificial sticking point in negotiations. Also, the Palestinians lost the wars, they don't just get to come back to Haifa, Jaffa, and Katamon now because they are upset they didn't win. Life has risks, they gambled and lost.
