The territories aren't all that big; a ground invasion can't be completely dismissed.

Especially when no missile is accurate enough to target one person in a heavily populated area.

That Israeli soldiers would be put at risk is irrelevant— if you want to fight a war, you have to risk your soldiers before any civilians.
