The Law of Return grants the rights of CITIZENSHIP to all Jews, no questions asked. Furthermore, the Law of Return does not permit the deportation of Jews from Israel, and if a Jew shows up at the airport without a passport, he or she can still be admitted to the country as it is that person's right to do so.

Refugees are not necessarily turned away upon arrival, but they are not entitled to all the benefits of citizenship.
