Minimum wages should be tied to the cost of living in states or regions within states.

I agree on this point. Most *current* minimum wage jobs are ones that cannot be outsourced, so differing minimum wages across regions shouldn't cause companies to suddenly start "shopping around" for cheaper areas. Especially since, if several companies move to an area with the lowest minimum wage, the cost of living would rise and thus so would the minimum :).
